IARBC Strategic Plan Update
Executive Summary
So what has been happening with the IARBC Strategic Plan since our last report in April at the State Conference? Inquiring minds want to know.
A lot of building blocks have been laid and some first steps have been taken. Shortly after the conference the Council of 10 organized into the teams that were laid out in the new job descriptions. I was retained as the facilitator. Bruce Thompson and Doug Farrell were elected Chairman and Vice Chairman of the Council of Ten and assumed the leadership of the Governance Team. Gordon Hawkins and Dave Peters were appointed to the Outreach Team. Joe Earle was elected secretary of the Council of Ten and joined Dennis Reynolds on the Ministerial Care Team. Tim Moore and Gary Moore were appointed to the Church Health Team. David Strope was elected Treasurer of the Council of Ten and assumed the leadership of the Finance Team.
After the teams were formed I met with each team individually in June and followed this basic pattern:
- Review annually the goals of the Outreach section of the IARBC strategic plan.
- Oversee the prioritizing of yearly objectives for each goal.
- Develop strategies to implement each yearly objective.
In this June meeting we identified at least ten other Pastors/leaders/laymen from around the state to ask to serve on each team.
Outreach Team
The eight other men who agreed to serve on the Outreach Team are: Don Collings, Chuck DeCleene, Dan Fields, Mark Lounsbrough, Brad Hoff, Jacob Saylor, Duane Wessels and Bill Wright . The Outreach Team made the following goals a priority for 2011:
- Goal 1 (Increase the Planting of New Churches in the State)
- Goal 5 (Revitalize Statewide Evangelistic Youth Activities and Encourage Better Participation from All of the Churches of Our Fellowship)
The team divided into two sub teams charged with identifying the issues that needed to be faced/solved and the task of exploring strategies to reach each goal.
Ministerial Care
The eight other men who agreed to serve on the Ministerial Care team are: Greg Baum, Tim Capon, Dick Dayton, Ben Hartwig, Justin Lundberg, Jeff Newman, Dennis Sanders and John Woodford. The Ministerial Care team made these goals a priority in 2011:
- Goal 17 (Provide Effectively for the Needs of the State Representative in His Ministries)
- Goal 18 (Strengthen and Multiply World‑wide Disciple‑making (Including Both Evangelism and Edification)
- Ongoing goals (Build Fellowship Among Our Pastors and Wives, Welcome all New Pastors to the State, Provide for Pastors Who May Incur Debt Beyond Their Control)
This team also divided into sub teams charged with the same tasks particularly for these objectives:
- 17a Identify personal and ministry needs of the State Representative through an annual evaluation.
- 18a Identify and promote Missionaries sent out by churches of the IARBC.
Church Health
The eight other men who agreed to serve on the Church Health team are: Mike Augsburger, Jeff Duffy, Will Hatfield, Jeff Holub, Stephen Moore, Scott Owen, James Reynolds and Troy Weigert. The following are the priority choices for this team:
- Goal 9 (Enhance Relevance and Effectiveness of Ministries of the IARBC)
- Goal 13 (Perpetuate and Extend Our Biblical Heritage as Fundamental Baptists)
- Goal 14 (Provide Opportunities for Additional Pastoral Training)
They divided into sub teams to ask questions and find solutions to objectives:
- 9a (Appoint a Women's Ministry Coordinator and align all Ladies Ministries with the IARBC's Mission and Vision statements)
- 13c (Develop a succession plan for the State Representative which will perpetuate our position.)
- 14a (Establish a pastor's book club)
- 14c (Develop and implement a continuing mentoring ministry to less experienced pastors)
Governance
The eight other men/women who agreed to serve on the Governance Team were: Linda Albertson, Phil Betz, Miles Grismore, James Maxwell, Christie Moore, Bob Sauser, David Tebbenkamp and Sandy VanLoon. This team did not meet in June but did meet in October and began the process of asking questions and finding solutions to objectives of the 25th goal (Review Governance of the IARBC and Revise for Current and Future Ministry Needs According to the Implementation of the Strategic Plan and clarify the relationship of the organization and ministry of the IARBC with IRBC, FBBC, and Alpha Women's Center). Joe Hayes, Phil Betz, Dr. Maxwell, and Linda Albertson were all present to participate in the discussion. This team is still in the discussion phase and has not turned to strategies yet.
Finance
No supporting cast has been assembled for this team yet and thus this team has not met or prioritized any goals yet.

Strategic Plan Adopted by
Iowa Association of Regular Baptist Churches!
Special thanks to our Lord; the Council of 10; Phil Fogle, our facilitator; Pastor Rich VanHeukelum, Chairman of the Strategic Planning Team; each of the other members of the Strategic Planning Team; and all of the messengers from our churches who met at Ankeny Baptist Church on Tuesday, November 11, 2008, and adopted the Proposed Strategic Plan. The messengers also passed a motion to commend our State Representative, the Strategic Planning Team, the Council of 10 and Phil Fogle for their vision, work and love for our Lord and the IARBC as demonstrated in this Strategic Plan.
Please be much in prayer for the Council of 10 and many, many others who will be involved in implementing these important Goals to help us live out our new Mission Statement, which is, “The Iowa Association of Regular Baptist Churches works together to carry out the Great Commission and to stimulate Biblically effective ministries.” In light of Proverbs 29:18 “Where there is no vision (revelation) the people perish (cast off restraint and fail to fulfill their God-given purposes) but happy is he who keeps the law”, we are very grateful that we have a written revelation from God. His Word teaches us that our primary way to please Him in this Church Age is to seek to fulfill the Great Commission rather than live an unrestrained life. We are to demonstrate that our primary focus is on the Great Commandment and the Great Commission by “Growing More and Healthier Christians and Churches.” May our Fellowship enjoy the happinesses (blessings) that come to those that continually seek to keep His law (commandments), more faithfully and effectively each day.
